WHAT IS P25 Phase 2?
AURORA'S NEW RADIO SYSTEM

New Aurora Trunking System FAQ’s

Has Aurora changed their radio system?

Yes, they were using an EDACS trunking system since 2004.  They were in a transition mode to a P25 Phase 2 digital trunking system for about 6 months.  There was a cross-patch from the old EDACS system to P25 until Friday, July 15, 2016.  At that time, everything was on the new P25 system, and the EDACS system was shut down.

Can the new P25 system be monitored?

Yes, the radio SYSTEM can be monitored, with the proper scanner, but NOT Aurora Police.  Since the system is entirely Phase 2, it requires one of the newer scanners which are capable of receiving Phase 2 modulation to receive the SYSTEM. The new system uses the same frequencies, but in a P25 mode.

Phase 2-capable scanners will also receive Phase 1, AM (aircraft), and all earlier technologies.

Can I listen to Aurora Police?

No.  When they made the switch, the Aurora Police Department decided to conceal their communications from the public, and they are now encrypting ALL of the police talkgroups on the new system.  They are even denying the right to monitor to the news media.  The only talkgroups not encrypted are interagency talkgroups, such as Metronet, the Network First talkgroups like Blue Southeast and Red Southeast, etc.  Those are in the standard Phase 1 mode, and not encrypted.

Can I listen to the Aurora Fire Department?

Yes, they are also on the new P25 system, and not encrypted.  However, you will need a Phase 2 capable scanner.

What else can I hear on the new P25 system?

You can hear everything that was on the old EDACS system, such as Fire, Public Works, Water, Parks, Streets, etc.  Again, you’ll need a Phase 2 scanner.  The only thing you won’t be able to hear is Police.

Can older scanners be upgraded?

No, earlier Phase 1 scanners cannot be modified. Phase 2 modulation is entirely different from Phase 1, which earlier P25 scanners would receive.

How can I get a Phase 2 scanner?

Most scanner dealers should have them, including Ham Radio Outlet in Denver, 8400 E Iliff Ave, phone 303 745-7373.

What models will receive Phase 2?

  • Uniden BCD-436HP, BCD-536HP, BCD-325P2, BCD-996P2, Home Patrol 2
  • Whistler WS-1080, WS-1088, WS-1095, WS-1098, TRX-1, TRX-2
  • GRE PSR-800 with firmware upgrade
  • Radio Shack PRO-668
